Sunshine Protection Act: a proposal for permanent daylight savings time

H.R. 139 would end the twice-yearly clock change and make daylight saving time permanent. States and areas that had already opted out of daylight saving time would retain choices described in the bill. This change would provide more daylight in the evenings with the downside of having darker mornings.

The possible impact

A permanent time change could affect school commutes, morning light, after-school activities, transportation, sleep schedules, and outdoor recreation for young people.

What is still being debated

How would darker winter mornings affect school travel and sleep? How would states that currently do not observe daylight saving time respond? What benefits and risks are there?
